War Power Votes Fail, but Congress Can Still Block Funding

WASHINGTON – In response to Congress’ failure to pass S.J.Res.104 47-53 and H.Con.Res.38 212-219, Deputy Director Shayna Lewis released the following statement:
“Congress had the opportunity this week to speak for the people and reassert its constitutional authority over war and failed. Yesterday, the Senate rejected a bipartisan resolution led by Senators Tim Kaine and Rand Paul to require congressional authorization for hostilities against Iran, where the casualty count is quickly growing as a result of illegal U.S.-Israel strikes. Fifty-three lawmakers chose complicity and more violence.
“Today’s failed House vote on a similar resolution led by Representatives Ro Khanna and Thomas Massie is a disgraceful rinse and repeat. Far too many lawmakers have chosen political convenience over their sworn constitutional duty.
“Going to war is among the most serious decisions a government can make, yet even as servicemembers are killed in Trump’s unauthorized, unjustified war, too many in Congress have again failed to understand, let alone meet the moment. No one is made safer by these votes, especially not the brave Iranians who have protested under a brutal regime and now face, in the words of Secretary Hegseth, ‘death and destruction from the sky all day long.’
“But make no mistake — this isn’t over. Congress will soon take up an emergency supplemental to fund Trump’s war further, and lawmakers will face another test: Listen to the overwhelming majorities of Americans who oppose this conflict or bankroll a war they never asked for, that has no justification or clear endgame, and is unnecessarily killing people across more than a dozen countries every hour.”
